- Before incorporation
Two communities
Pico and Rivera developed as distinct communities in an agricultural part of the Los Angeles basin. Their later merger gave the city its compound name.

Residential and industrial development expanded as the area moved beyond its earlier agricultural economy.

A new municipality
Pico and Rivera merged, and the city officially incorporated in January 1958. It became the 61st incorporated city in Los Angeles County.
